Austin Independent School District, Austin TX
AISD: Facility Master Plan
The Austin Independent School District is committed to providing high quality and challenging educational experiences for all students who are enrolled in its schools. To ensure this commitment, the District has developed the AISD 2010-2015 Strategic Plan. In addition, a team of consulting firms, lead by DeJONG-RICHTER, has been hired to complete a comprehensive Facility Master Plan that will address a number of the Strategic Plan components. This Planning Process will take into consideration enrollments, school building capacities, desired educational framework, and facility priorities for all 120 schools in the District. This Planning Process is initiated as a proactive approach to explore long-and short-term academic and facility options and solutions. Among the most important components contributing to the success of this Plan, is the involvement and input gathered from Austin community members.

Bridgeport Public Schools, Bridgeport CT
Bridgeport Public Schools: GIS Services, Facility Master Plan Implementation
DeJONG-RICHTER has worked with Bridgeport Public Schools since 2002 when their Facility Master Plan was developed and adopted. Since that plan was implemented, DeJONG-RICHTER has provided GIS support for the consolidation of three elementary schools and in the opening of four new elementary schools. DeJONG-RICHTER has also performed updates to the original master plan need to address shifting demographics and changing legislation. Currently DeJONG-RICHTER is helping BPS to explore further cost savings and other efficiencies through redistricting.
West Virginia Projects
Monongalia County Schools and Wyoming County Schools:
DeJONG-RICHTER is pleased to be working with Monogalia County Schools and Wyoming County Schools in West Virginia. Along with the architectual firm, Alpha and Associates, DeJONG-RICHTER is assisting each district to complete their Comprehensive Educational Facilities Plan (CEFP) as required by the West Virginia School Building Authority (SBA) every ten years. Each county has established a steering committee of approximatelly 25-30 local community memebers, teachers, and school administrators, who are working to establish a framework for the coming decade including issues such as new school construction and improvements or additions to existing facilities.
Los Lunas Schools, Los Lunas NM
Los Lunas High School Educational Specifications:
Los Lunas is located just 25 miles south of Albuquerque, in the heart of New Mexico. Los Lunas has three high schools, two middle schools, and eleven elementary schools with a total enrollment of approximately 8,700 students for 2008-09 school year. Los Lunas High School has become overcrowded and as a result, there were major renovations that occurred to Valencia High School to accommodate more appropriately the high school population. Los Lunas High School also needs a major renovation to accommodate the resulting smaller student population. The renovation to Los Lunas High School will be guided by the Educational Specifications developed during labs in the Fall of 2009 with district personnel, faculty, and staff as well as parents, community and business leaders. The resulting specifications will be for a 224,000 square foot building, to serve 1,400 9th-12th grade students.
Virginia Beach City Public Schools, Virginia Beach VA
Kellam High School Replacement, Pre-Design Vision Document:
Virginia Beach City Public Schools is beginning the process of designing a new replacement for Kellam High School. The purpose of the work will be to begin where the Division-Wide Educational Specifications Committee left off this past Spring and continue the development of educational program and space requirements guidance for a high school specifically designed to serve the Kellam District. Equally important, will be envisioning a high school that will facilitate the implementation of Compass 2015 Strategic Plan Objectives for “engaging every student in meaningful, authentic and rigorous work through the use of innovative instructional practices and supportive technologies that will motivate students to be self-directed and inquisitive learners”.
Ohio School Facilities Commission, Columbus OH
Superintendent Community Use Survey:
The recently enacted budget bill (House Bill 1) includes a provision directing the Ohio School Facilities Commission to survey districts on how spaces within their school facilities are used for activities, services, and programs shared between schools and other public and private entities in their communities. As a participant in one of the OSFC programs, OSFC is asking that Superintendents take part in an online survey of community use of school facilities. The information will be used to assist OSFC in recommending best practices for enhancing opportunities for including shared community spaces in future projects. The OSFC is looking for descriptions of how district facilities are used by the community, district success stories, districts’ words of caution and suggestions. DeJONG-RICHTER is hosting the survey and DEJONG-Healy will tabulate the results. OSFC will issue a report of findings by January 2010.
Lewisburg Area School District, Lewisburg PA
The Lewisburg Area School District serves nearly 1,900 students in central Pennsylvania. DeJONG-RICHTER is currently working with the District to create a Facility Master Plan using a comprehensive and community-engaging process. By addressing facility condition, educational adequacy, enrollment, and cost, facility options will be determined to address school facilities in the District. These options will be analyzed and narrowed, and the Facility Master Plan will recommend the best direction for the schools in Lewisburg.
Duval Public Schools, Jacksonville FL
DeJONG-RICHTER are currently working together in a multi-faceted community engagement process titled Academic and Community Excellence, or ACE for short. The ACE process is intended to engage the community in all aspects of District planning. This includes facilities planning, academic program planning, boundary analysis, and transportation analysis. Since July 2008, DeJONG-RICHTER has facilitated over 100 community meetings engaging over 4,000 community members.
State College Area School District, State College, PA
DeJONG-RICHTER is working with the State College Area School District to facilitate a master planning process to address school facilities. Guided by a steering committee comprised of teachers, administrators, students, and community members, the process has heavily relied on community engagement to recommend the most appropriate facility solutions for State College to the School Board. DeJONG-RICHTER has also completed high school educational specifications and facilities assessments for the State College Area School District.
Warren County School District, Warren, PA
DeJONG-RICHTER is currently assisting the Warren County School District in performing a high school feasibility study. The project aims to compare different high school configurations for the District by evaluating each option against a wide range of criteria. Working closely with the School Board, DeJONG-RICHTER will perform the preliminary analysis and facilitate a community dialogue to inform the community and gather input. A report will be made to the Board in early Fall 2008. Prior to the High School Feasibility Study, DeJONG-RICHTER has assisted the Warren County School District with elementary educational specifications and district-wide facilities master plan.
Ottawa Area Intermediate School District: Holland, MI
Ottawa Area Intermediate School District serves eleven school districts in Ottawa County, Michigan by providing Career and Technical Education. We are drafting a Master Vision & 5-Year Plan for Career and Technical Education in the 21st Century. An “Ottawa C-Net” Vision has been drafted whereby Career Tech Education will become a virtual network search engine for career tech opportunities in the Ottawa Area that combines rapid changes in technology with programs, services, and facilities to empower stakeholders to better align needs and services. It is proposed that the Master Vision be shared with the OAISD Board of Education in Summer 2009 and implementation of 5-Year Plan begin in Fall 2009.
Raton Public Schools: Raton, NM
DeJONG-RICHTER has just completed a draft review copy of the Raton Public Schools Elementary Educational Specifications to guide the design of a new elementary school in Raton Public Schools. Raton, NM is a small rural community just south of the Colorado border and lies approximately 225 miles northeast of Albuquerque, NM. The proposal is to construct a new PK-5 elementary school for approximately 700 students or construct a PK-6 school for approximately 800 students. A major focus of the document was the formation of educational specifications which will create a dynamic learning environment and are within the guidelines established by the State of New Mexico Public School Facilities Authority.
Central Consolidated School District #22: Shiprock, NM
Central Consolidated School District #22 is in the heart of the Four Corners Region in the northwest corner of New Mexico. Most of the district is anchored within the northeastern section of the Navajo Nation, which is the largest Native American Indian tribe in both land area and population. The District serves the communities of Kirtland, Ojo Amarillo, Newcomb, Naschitti, and Shiprock, New Mexico. DeJONG is currently drafting educational specifications for Nataani Nez Elementary School in Shiprock, NM. These specifications will guide the design of a new or renovated Nataani Nez Pre-K to 3rd Grade Elementary School for approximately 480 students.
Pittsburgh Public Schools: Pittsburgh, PA
DeJONG-RICHTER is currently working with the School District of Pittsburgh to develop a facility plan. The School District of Pittsburgh is committed to providing the greatest educational experience for all students who are enrolled in its schools. To ensure this commitment, District officials realize that school facilities need to be maintained and reflect environments conducive for learning and teaching. They also realize that the highest level of efficiency needs to be maintained for the District’s entire facility inventory. To this end, a Long-Term Facilities Needs and Utilization Study were commissioned by the Board of Public Education. This Study will involve more than examining building conditions. It will take into consideration District facilities’ suitability, functional adequacy, technology readiness, code compliance, required capital budgets, equitable distribution of resources, and a plan for its future needs over the next ten years. Other factors that will be considered or analyzed include enrollments, school building capacities, desired educational framework, and academic as well as facility priorities. The Planning Process was initiated as a proactive approach to explore long- and short-term academic and facility options as well as solutions.

Jefferson County Public Schools: Jefferson Co., CO
DeJONG-RICHTER, as part of the Jacobs Team, is assisting Jeffco Public Schools in Colorado to develop a District Wide Facilities Master Plan [DWFMP] in order to support the Jeffco Strategic Plan and prepare for the next Capital Improvement Plan. The purpose of the DWFMP is to provide the basis by which Jeffco will:
- Ensure facilities meet the needs of students & staff
- Ensure safe learning and working environments
- Ensure facilities are maintained
The DWFMP will provide recommendations for new school construction, school by school renovation budgets, alternative delivery strategies and/or campus consolidations and will be completed by March of 2010.

Shelby County: Memphis, TN
Since 2005, DeJONG-RICHTER has had the pleasure of working with the Shelby County Needs Assessment Committee [NAC] in Memphis, TN. The NAC continues with its charge of reviewing the short and long term capital school needs for both Memphis City Schools and Shelby County Schools. School capital projects are submitted first to the NAC for review prior to the Shelby County Commission appropriating county capital funds to the requesting school district. DeJONG-RICHTER provides the NAC with support and assistance in the form of data collection, annual report development including enrollment projections, and facility planning expertise.
